Strategy, vision, and roadmap
A vision names the destination and why it matters. A strategy is a diagnosis, a guiding policy and a coherent set of choices that includes what will not be done. A roadmap is the current sequence of bets that follows from it. A strategy that keeps every option open, or that everyone agrees with at once, has decided nothing.
Evidence grade: practice A widely adopted practitioner model with clear provenance.
Use it when
Writing or reviewing any strategy document; diagnosing a "strategy" that is in fact a wish list or a feature list.
Where it stops working
The choices matter more than the documents. A brilliant strategy that nobody can recite governs nothing.
